When the solver returns partial.
Exact coverage is not always possible. schedule.site returns complete, partial, or infeasible plus per-requirement codes so you know what to change.
Read the code, then change the input
NO_ROLE_CANDIDATES and LOCATION_MISMATCH mean the roster is wrong for that site. MISSING_CERTIFICATION means nobody qualified is in range. OUTSIDE_AVAILABILITY means the people exist but marked that window off. INSUFFICIENT_CANDIDATES and CONSTRAINT_CONFLICT mean rest, hours, or overlap blocked the last seat.
Do not force a broken assignment
Manual edits and copy-week drop an ineligible assignment to an open shift and report it, rather than publishing a conflict. That is intentional.
