How to write coverage rules.
The solver cannot invent a rule you did not enter. Put the real floor in staffing requirements, then let OR-Tools assign people who are qualified and available.
Write the floor, not the wish
Each requirement is a location, a role, a time window, and a headcount. Optional required certifications must be a subset of what assigned people hold that day.
Availability is dated
Recurring templates only count on calendar dates inside their effective range. One-off exceptions override a single date. Do not expect a weekday template to apply after it expired.
Policy is global
Minimum rest, max consecutive days, and optional clopening windows live on the workspace scheduling policy. Warn-vs-enforce decides whether a publish blocks or only warns.
