Waves, not blasts
Default waves are small and timed. A lifecycle worker advances waves even if nobody is watching SMS. In-app workspaces still escalate.
Eligibility is rechecked
Accept is atomic under lock. Role, certs, rest, overlap, and open-shift policy are revalidated. A later tap loses.
When a human is required
Sensitive topics and manager-handoff phrases pause automation into an audited escalation. Taylor will not hide that from you.
